Do you mean the Caves and Cliffs update has not come out yet you you? I don’t believe any platform has been updated for Caves and Cliffs Update yet.
Suggestion did not work... tried quitting Minecraft on the Xbox and rejoining but it did not work.
If you go deeper underwater, does it get darker? If so, then I don’t think it’s a bug.
