TLDR - The update service can't phone home, use a vpn for the first start and it will work after that.

The issue is usually the result of firewall settings preventing the updater from phoning home leading to the files not populating in the install directory, but not usually the result of those settings on your machine itself. I ran into this issue when testing the installer under 2 circumstances. 1st while connected to wifi at a business, and the 2nd was when using my phone tethered to my PC. In theory, if you are connecting via an intermediate device (ie PF Sense server or in a Virtual environment), the servers distributing the software may identify your device as a "threat" or a node in a DDoS attack. While changing you DNS settings may help some, the best option is to download using a VPN to get around the problem. You would only need to do this when you update, and there are plenty of free VPNs that work just fine. I have personally tested Proton VPN and Tunnel Bear. Proton is free and open source, and Tunnel Bear is very cheap for extended periods with lots of perks. (but buggy software)
