Thanks for the suggestion. I tried reducing the biome blend setting to 3x3 and then to off. Neither had any positive effect on the stuttering issue.

I get some frame stuttering / frame slow downs on 1.14.4 on Mac OS Catanina but it's no where near what's happening with 1.15.2 or the 1.16 snapshot(s).
I always thought the small frame blips I would experience was server lag, since basically all of my Minecraft time in 1.14.x was on my server.
I unfortunately can't create the exact circumstances for 1.14.4 play as the last time I played in 1.14.4 my Mac was on High Sierra, and it's now on Catalina.
I wanted to chime in again to say that the screen stuttering persists through an update to macOS Catalina 10.15.4, as well as removing the "Minecraft" folder from ~Library/Application Support/ and letting Minecraft start from scratch with a brand new, local world.
I see the same frame stuttering on Minecraft Java Edition 1.15.2 as well as Minecraft Java Snapshot 20W15A, regardless of
Switching graphic settings to the bare minimum.
Turning resolution up or down.
Frame rate up or down.
When the render distance is set to 4 chunks, the stutter continues to render the game unplayable.
I also tested 1.15.2 with the latest preview version of Optifine, 1.15.2_HD_U_G1_pre13, with no change in the results.

OptfiFine HD G1_pre3 Ultra for 1.15.2 does not help the stuttering issue. If anything, the stuttering is more jarring. Obviously Optifine at this point is not complete for 1.15.2 but since you asked I thought I'd provide the feedback.
GPU details were already in the Environment section. Added CPU and OpenGL details. (To the best of my knowledge.)
Graphics settings for Max FPS are 60. VSync is on.
Vsync off results in screen tearing at any frame rate. Vsync must remain on to play the game.
Max FPS at 60, 120 and Unlimited still result in the stuttering, though less noticeable/frequent at Unlimited. However at Unlimited, chunks render so slowly that the game is also not playable.
This was not an issue in 1.14.4. I experienced a VSync issue with 1.14.2 or .3 I believe (can't recall) but 1.14.4 has been running just fine with regards to any visual tearing/stuttering issues for a while both locally and on my server.
I would have been running Optifine for 1.14.4 but I don't recall the issue existing before Optifine came out for that version.

Why has MC-172109 been marked as resolved? I checked MC 154271 which shows screen tearing (Vsync). The issue I documented above in MC-172109 is not the same thing and has not been fixed in 1.14.4.
Just tried out 1.14.4 Pre-release 6 and the screen tearing/stutter is still there for me.

@Anthony Cicinelli - Yes, the screen stutter (most visible when looking left and right with your mouse) still occurs in 1.17.1 as well as the latest snapshot, 21W38A. Tested just a few minutes ago in brand new worlds in each version.
