Well it's strange then, because I get decent rates and only witches. Certainly not one gang every 3 minutes. The farm does feel slower because the game checks the higher chunks but... it looks fixed to me... Maybe it's a matter of the structure losing it's properties in certain worlds if it's been loaded in a certain snapshot before?
