Just tried bonemealing in a flower forest, it appears the flower generation from bonemeal is specific for y values.
I've tried with grass at level 69 and got lily of the valley, orange tulip, cornflower, oxeye daisy, pink tulip and white tulip.
When trying at level 63 I got cornflower and oxeye daisy.
Tried at 65 and got orange tulip, red tulip, azure bluet and white tulip.
Tried at 67; got allium, azure bluet, poppy and red tulip.
Tried at 70; got pink tulip, oxeye daisy, white tulip and orange tulip.
