There are a couple other bug reports that cover this same issue under various other titles, so I am adding my say here as well to cover all the bases.
I am also having this same problem. The launcher functions correctly until the "Profile:" drop down box is selected. As soon as this occurs, the buttons and other visual options begin to overlap and appear/disappear. Closing and reloading the launcher clears up the issue until the drop-down box is selected again. I am running Windows 10 Pro x64, 16GB RAM, Intel Core i7-6700K. CPU is operating at the stock speed of 4.0Ghz.
Here's what I have done to try to troubleshoot:
1. Un-installed by removing c:Username\AppData\Roaming\.minecraft (The default location Minecraft installs to.) and re-installed the game.
2. Ensured I am running the latest version of Java x64. (Currently it is 1.8.0_77-b03) I have also tried the x86 version of Java as well. Same issue.
3. I have updated my graphics card drivers to the latest available from Nvidia. The graphics card is a Nvidia GeForce GTX 970. (Current version of the driver is 364.72)
4. Verified that Windows has all current updates installed (Current drivers and patches are applied.)
5. Checked BIOS settings for any type of PCI-E enhancements that may cause any issues related to graphics. Tested each on/off setting and no change.
6. Tried the self-contained version of Minecraft (The version that carries its own version of Java) Same issue.
