This is arguably not a duplicate to MC-27535 since it is new to 1.10.1 and up and is not unique to hostile mobs. This issue causes passive mobs that would have otherwise stayed on the premises to actively despawn. It's also odd to me as a developer that this other defect has remained open since 2013 - surely the codebase has changed since then?

@Neko This is arguably not a duplicate of MC-27535 since it points to a larger issue. Passive mobs that normally don't despawn are actively despawning with a nametag.
