Your first response Yesterday made me relook at my saved file; however, your 2nd response just cleared up the issue. I only have one mod installed on 1.6.4 and that was to allow me to view recipes and blocks as I hover over them with the cursor. I did not realize that the mod also changed torch placement ability. There was no reference to this in the mod download page itself. Actually, there is no reference anywhere except for the fact I uninstalled the mod and now I can't place torches anywhere on steps. This should be an ability as the back of the stairs is the same as a full block.
I did not find the original report you provided the link for. Here were the keyword searches I used found in the prefill. There were more, but can't remember.

Just one more comment. I read in the post you provided above that the reason given is as follows.
Game is unable to do so because it is a transparent block.
I just want to point out that the mod somehow gives game ability. Is there a way to find out how? You said that there was a modification? Unless that modification can lead to other possible unknown issues or bugs so you haven't pursued it.
