Same issue for me as well, several blocks not emitting light on full release version.
All of the following worlds/packs I have tried have the same issue:
Portal Pioneers RTX, Hilltop Lifestyle RTX, Crystal Palace RTX, Color, Light and Shadow RTX. Aquatic Adventure RTX and Imagination Island RTX.
I have not tried the other worlds outside of the one's listed, but the issue seems consistent across all the RTX worlds for me so far.
