This is not the same issue. MC-169203 refers to powered/activator/detector rails not dropping when sloped and pushed sideways, despite breaking. This issue refers to sticky pistons breaking any type of adjacent rail when said rail is sloped towards the extended piston; this does not appear to be intended behavior, though it may be.
EDIT: Actually, this appears to be consistent with sloped rails breaking if the top "supporting" block is removed. This likely WAI.
