I also have this problem. I would estimate that about half of the times I log on to play Minecraft with my Xbox One X, the skin doesn't want to load. It will appear to be ready to go until after it syncs the resources. Then if you try to load a world, it will just stay on the loading skin screen.
I have found that if you chose another skin from a pack in the profile menu it is resolved right away, though needing to do this every other time you log in will get old VERY quickly.
