I can confirm this on my Xbox One version of the beta 1.14.0.1
I have this problem as well, I think this block isn't functional at all for a long time just like how structure blocks lack their functionality for a long time. So my guess is that for another year or so the jigsaw block won't work as it's been an issue since last year and it doesn't seem like they are intending to fix it anytime soon. I hope they do though as I honestly feel it's an easy fix to allow an already mostly developed feature to function.
