I am on PS4 and have the same issue, fully powered beacon with netherite pick with efficiency 5 and no faster than normal
EDIT: Everything is fine, I noticed his beacon is not fully powered, my issue was my mistake. When you choose Haste on the left side of the interface then Haste 2 appears on the right side. I did not realize you have to select lv1 then select lv2 on the right side before putting in your ore to activate. After I did this it was working just fine. The beautiful thing of Minecraft is there is no hold my hand manual and you just have to play the game and browse thru menus and figure things out.
