Alright, just figured out that it is fine. It is however doing this with only these two blocks because ladders can only be placed on walls. End rods however can be placed on any surface including other blocks such as ladders, grass, etc.
I shot the Shulker with an Invisibility Arrow, sometimes there is a delay. You may have to move around or deal enough damage to it.
