The purpose of this notification is to provide the link to FAQ, so even if you have already migrated your account the link is still relevant if needed. I don't think this is a bug but is actually serving its intended function perfectly fine. The link itself is not used to begin the migration process, but to just provide information about the migration process, purpose, and effects. If you do not want to use the link you can just ignore it and it will have no effect on your game or account.
The issue was that I was trying to re-enter the login information as the existing profile. I needed to go back, delete the existing profile, and add a new one using the Microsoft account option.
I thought it would update my existing profile's login info but instead, I had to create an entirely new one. My mods, version downloads, and saves all seem to be working completely fine despite creating a new profile.
