This is still an issue, I have added it to the affected versions

This is still an issue in 1.17.11 playstation

Yes, I was under the impression snow wasn’t supposed to stack naturally more than 7 layers of top snow. It now stacks into full snow blocks and sometimes even higher which it did not do before. Makes it very difficult to build and walk around like you said.
