I have just fixed this issue with MCPE 0.15.10. running on Android 5.1. (Hudl 2) I installed ES Explorer to investigate file differences between my broken version and a vanilla install. To fix my broken version I added the word 'Minecraft' (without quotes) to the previously empty file : /games/com.mojang/minecraftpe/resource_packs.txt and it worked perfectly.
