For us, we don't even have a Microsoft account. There are no parental restrictions, or any type of account other than an iTunes account. There has never been a VPN configuration. Wi-Fi on or off it doesn't matter. iPad 2 with iOS 9.3.5.

Everyone, the 1.13.1 release notes posted to this bug specifically state that the iOS crashing error is NOT resolved by 1.13.1. 

Brand new download on an identical iPad 2 running iOS 9.3.5. Minecraft was never loaded on this device before. App starts to load, I get the logo, more white screen, and then back to the home screen. There were tears in the house.

I seem to have identical issue with 1.13 on iOS 9.3.5 in iPad2. I am unable to offload the app as that capability requires iOS 11. I can't go any higher than 1.13 on my device. Deleting the app to reinstall would lose all of the worlds. 😞
