Bug partially still exists as of 1.16.200.55 of the RTX Beta.
Any variant of glass pane fails to cull the top and bottom backfaces, primarily observable when stacking two panes vertically when other blocks are adjacent to them, with raytracing enabled. North / south / east / west culling appear as intended. Refer to the attached image, where you will observe that backfaces of the panes seen face-on and edge-on have been culled, but the top and bottom backfaces are not.

The following is the same structure rendered with a custom resource pack, which highlights the issue better. Reflections are occurring off of the unculled back faces of the glass panes.
