I also have been having this issue. Most notably the hair, eyes, and mouths are missing almost everything outside of the "cast" features. As far as I can tell, the style section is unaffected. (Bedrock edition/Minecraft for Windows, 1.19.51)
Lost my custom characters when I first loaded the game with this issue, it defaulted to Steve/a cast character, overriding my customizations. I can't re-make the characters without the hair/eyes/mouth options that are seemingly nonexistent now.
