Deleting the players player file (username.ini) will fix the issue for that player. Very odd.
Also, I downgraded to 13w39a and the player was still getting disconnected. He got this error:

13w39b also had issues of kicking players or refusing to let them in. If its stability that one need, all snapshots should be out of question lol
