I had the same issue on my Xbox One S. The patch notes for beta 1.16.200.56 said "The Founder's Cape [MINECON LIVE 2019 Cape] will now show up within the capes tab of the dressing room again if owned by user"

I went back into my locker to see if it was back, but it wasn't.

After playing after a while of not playing 1.16.100 at all yet, I switched from the Founder's Cape to the Pancape, and I haven't been able to find it in my locker at all since.

I experienced the same thing (Xbox One S). Just leave the world and come back in. It was most likely caused by you killing a zombie and a skeleton and it not fully registering that the mob died or something like that (just a wild guess). I had the exact same thing happen when I killed an enderman. It died, dropped its grass block and experience orbs, but kept attacking me.

The same thing happens for me in my survival world (Xbox One S, 1.16.100). I have a llama that I keep in my main lobby and it stops bouncing from the lead it's hung from. I try to walk through it to push it and it still doesn't move.

It's November and this still isn't fixed. I recently tried it out (Xbox One S, PE beta 1.16.200.56) using a stone sword, stone pickaxe, stone axe, stone shovel, and stone hoe. The Minecraft Wiki says that cobblestone can be used to repair those stone tools, but it still doesn't work. I tried what Spud said, but I still feel that this should be fixed sometime, seeing as the Wiki still says you can do this.
