This is not a duplicate. That bug refers to their inability to go over/through non-standard sized blocks. If a rabbit pathfinds to an area above where it currently is, sometimes (actually very often) the rabbit pathfinding fails and the rabbit endlessly jumps in place, trying and failing to go up, until their pathfinding goal is changed. This bug can be seen as early as 1.14 and is most obvious if you attack a killer rabbit type bunny, and run up even a small incline, and makes them almost completely unusable as an enemy, except on flat ground. Can easily be reproduced on any standard sized block (like the grass blocks including the the pictures by the issue opener)
