As of MC 1.13, the teleport command does not work at all on ridden entities when riding Horses, Donkeys, or Mules. However it does work while riding pigs.

You're right it isn't a guarantee. You earlier implied that it is the warning of an older incompatible resource pack that is the determining factor for if it would have problems or not and said if one dismisses the warning then they are to blame. However if a resource pack is being made for 1.13+ and one is unaware of the incompatibility of uppercase letters in format 4, then no matter what the format is labelled as, the pack will not work.
You were extremely dismissive when he reported the bug on the basis that he was ignoring the warnings, when in fact the compatibility of the format had nothing to do with the problem that actually occurred.
Thus your conclusion that he is to blame for an error that is not his own (that being Minecraft unloading all resources when adding a resource pack that contained uppercase characters) is not correct, as the warning did not pertain to the actual bug, but rather just the resource pack being incompatible.

This is happening for me as well, on horses specifically. I'm in 1.13 pre-8 and using this command:

/execute at @a[x_rotation=42..,scores={ridetime=1..}] as @e[type=horse,distance=..3] run teleport @s ~ ~1 ~

The horse is teleported only sometimes while being ridden, usually not at all, even though it always says it teleported when the selectors are met.

Until this is fixed I'm going to be forced to do a messy work around

I'd like to also point out that simply changing the pack format in the mcmeta to 4, which is the compatible format for 1.13, disables the warning. OP is correct, this is a glaring bug and isn't dismissed by it merely being an incompatible resource pack. I'm not sure what the reason for the dismissiveness by the two mods is for, but it is very unnecessary. I just spent some several hours trying to decipher what the issue was in my pack and finally found this. So thank you OP for filing this bug report

What was your fps when seeing this? I know the arrows don't render properly if you are experiencing lag, or doing other cpu intensive processes.

This is meant to happen and is not a bug. This functionality has been present since the book and quill's implementation.
