I'm having the same problem. I play on Xbox one v1.16.1. The problem for me started yesterday. I've uninstalled and reinstalled with no change.

Wither skeletons not spawning in nether fortress and witches not spawning in witch huts. Yes I've cleared out caves and lit EVERYTHING up. Playing on xbox realm.

Still having issue with witches not spawning in witch huts. Playing on xbox one bedrock edition 1.4.2. Yes I'm aware that they spawn at night, yes all caves around me are lit up, not playing on peaceful mode, yes I'm at the correct distance (24-32) blocks away from the hut.
