Are you serious? its affecting other items as well now? ok then, Les, this may be a heavy request but i need you to check all items in the upcoming snapshot and see if more are getting this problem.
Oh i know this bug, its when the client thinks the block is mined but the game/server knows its not, its just a clientside bug and you can fix it by right clicking the block or relogging.
Its caused by high mining speed, just saying.
Sealbudsman, please add a screenshot with f3 to prove it.

Wasnt it in survival that if you quickly left-clicked it, it would play the current note?
The wiki states:
Note blocks play a colored musical note when hit left click by default or when powered by redstone.
Pressing use right click by default on the block increases the note pitch up a half step.
An update to this bug, is this still a problem in the latest snapshot?

It's only forming cobble when the water/lava is overriding the water/lava, as in trying to flow over to the block the other liquid is currently in, causing it to be both replaced with cobble, in this case, the liquids wont override each other but just touch both ends, which indeed cant form a block but probably should if you look at the logic behind it.
this is no resource pack, ive been using vanilla for ages, and that final pic in that post is also without resource pack
