I can also add that after some various tests it, the breaking texture does not work on sand, dirt, grass, andesite, granite, diorite (and smooth versions), gravel and leaves. However it does appear on logs.

I experienced this glitch as well, tried to fix my wooden axe, filled my entire inventory with them. Really confused, just thought I would mention this! 🙂
