I noticed during this new update 1.19.10 the sound stuttering also. For me it seems to be around if I have more than 20 mobs (animals) in the area so I can't farm animals without major sound stuttering. It affects eating, animal sounds, opening chests, doors, and pretty much everything the sound stutters. If I have less than 20 mobs (animals) everything works fine for me.
