I guess your Windows TCP/IP could be broken by Hamachi or some sort of this program.
Open your console as an administrator and run this commands (Note that you will lose your connection to the internet): Открой командную строку от имени администратора и пропиши эти команды (Обрати внимание, что интернет на ПК будет отключен до перезапуска):
netsh winsock reset route -f ipconfig /flushdns netsh int ip reset netsh int ipv4 reset netsh int tcp reset
