Thanks @IonicEcko. Yes, Op commands doesn't work in console with or without the "/". After further exploration, I found that I was able to Op other players using the in-game GUI (clicking the crown icon). However, the in-game command still doesn't work.

FWIW, the reason I don't rely on the server console is because I run this in Ubuntu as a startup script and so it's headless. (In full transparency, I could re-write the script to use 'screen'and put to the background to re-access the console, however, since there are in-game commands, I was hoping I wouldn't need to bother.
