Some added information. Whether or not the top is destroyed depends on the facing data of the flower. All the flowers on my server on one side of buildings remain due to always placing from the same direction. Also, this world was created in release 1.2, and has run every version since. Hopefully this bug gets noticed soon, with 1.8 on the horizon, a lot of work placing flowers could go away. Still happening with 1.8 prerelease.
