You should report the bug in Minecraft Launcher - Jira Service Management. Because it is not a bug of Minecraft. It is a bug of Minecraft Launcher.

Minecraft Launcher tried to change your skin file. But it should be failed in offline. And the skins just needs wifi to load in-game.

Please check your video settings(options). Is it the default Minecraft video settings? It is not a bug of Minecraft I think.

This is not a bug in Minecraft Java Edition, I think. Because it allowed cheats (or staffs in multiplayer games). It should can run any Minecraft staff commands (without lower staff permisson or other special ways). And the commands included /gamemode. So that shouldn’t a bug in Minecraft Java Edition.
