I might have some more info on what's going on. I've been creating a normal world with a behaviour pack and then using the "replace world" feature. Doing this with one pack works completely fine, but doing the same with another (admittedly more complicated) one says "an error occurred" when I try to import the world.
Since I was able to create a realm with the first pack, I then tried editing the realm settings to put the second pack on. This allowed me to load the world, but still had the first behaviour pack and not the second one enabled (even though I had disabled the first pack in the realm settings). So on top of some packs not working, it seems like changing the pack after creating a realm doesn't do anything, which would explain the lack of items, recipes, etc. other people have experiencing.
This may have already been common knowledge, but I figured I'd share just in case it isn't. Hopefully this gets fixed soon!
