This is used in doors too, for example, the smallest 7x7 and 10x10 observerless doors.

Having a block which changes its redstone transparency on a redstone signal is absolutely useless... The way it behaves will be exactly like a normal transparent block. Redstone signal passes through if there's a redstone signal. If there isn't it doesn't.

Something else that could be relevant is two burnouts in a 2x4 space now update each other 

I'm quite certain it didn't. What happens to the torch during the burnout is unrelated to this issue. It is only whether the torch stays on after the burnout which is relevant. In 1.12.2 the torch stayed on after the burnout in all four directions.
