I found a solution. Turns out Chroma Hills HD normally runs at 128x, of which the switch does not have the ability to generate new or run old worlds in. Luckily they did patch the texture pack so it could run at 64x, simply just load in the texture pack, then scroll over it to see the same drop-down menu. A "configure" button (marked with a little gear), and a options menu will appear. The only option present is the resolution, select it at move it to 64x instead of 128x. The world should load and play just fine.
