After searching and searching, I've finally fixed this "Unable to locate Java Runtime" error.   

I'm on a 64 bit system.

Simply going to the Java download page and downloading Java 8 will install the 32 bit version of Java. 

I had to manually find and install the 64 bit version of java.  Once installed, the "Unable to Locate Java Runtime" error went away and the game loaded normally.

NOWHERE in all the support articles, forums, and what not did ANYONE mention 64/32 bit installations of Java, nor that the default "Java" install linked to in several support pages is 32 bit by default.  

I really hope this helps some of you as this was super frustrating to sort through and figure out.

 

Just to be clear...  I'm not reporting a Phantom in the nether as a bug.  I understand how that can happen.  It is the replication I'm attempting to report.  One or two rouge phantoms finding their way to the nether could be expected behavior.  Replicating to 100+ phantoms, that's the issue I'd like to report.  

It is possible that one or two did, however once they got there they seemed to be replicating somehow.  Seriously, it was like walking into a bat cave but instead of bats it was hundreds of deadly phantoms.  It looked like they were trying to fly through the nether blocks above me almost as if they were trying to get to the overworld.  And then to just have them all disappear after a certain amount of time (interestingly enough, once my items despawned.).

I was AFK fishing the day before which is probably what activated them overworld spawn.  One or two in the nether, I would have chaulked up to them flying through the portal but like I said, once there it seemed like they just replicated like rabbits or something.  I wish I'd have gotten a screenshot, it was quite a terrifying sight to behold.
