One reason I wouldn’t consider this a bug is the fact that minecarts are currently the only thing that can transport all other transport vehicles (boats, horses, happy ghasts) without the help of leads - important for a multi-modal transport network that includes rail at all, and can be handy when laggy servers don’t let you really use leads.
