My son and I had the same issue in a vanilla hard-difficulty game on the official Mojang realms servers. Version 1.16.5.
The first time we beat the dragon, it would perch as usual.
The second time (after respawning her), she would never perch. We had to beat her with arrows. (Maybe it's just legit that sometimes you have to do that?)
