Same problem. Found two ocean monuments (near spawn), both are empty shells: no loot, no elder guardians, just one U-shaped room with guardians. Current version is Windows 10 v1.0.2, but I believe I had v1.0.0 when I started the world. I can post more screenshots if necessary.
