The issue is on a non modded server, it is stated in the description that it is a vanilla server, which means no mods in use. My personal client has outdated files from mods I haven't updated, and has also been patched for HD textures, however the ocelot spawning is server wide from a fresh server download from a couple days ago.
My current client is not modded except for the fix to allow HD resolution textures, I don't need mods to spawn mods I have creative ode and eggs if i wanted that, this problem was not occurring for me but for a friend that i was hosting the server and I got on to see what the problem was. There were a hundred or so in a cramped space with him to the point where he couldn't move. I had to mod the server properties to turn off animals spawning to clear it the first time, the mobs spawn like that even when I am not connected to the server.
