No, this isn't a bug since any items still on the terrain when you leave will de-spawn. This still happens even if you are still in the world if you leave them on the floor for over 5 minutes.

If you want your behaviour pack to work make sure that it's compatible with the newest version of Minecraft (1.16.4). If this doesn't work Mojang can't do anything since they didn't encode this product (It's from the Minecraft Marketplace).
