Confirming that DS4Windows keyboard emulation continues to work in Minecraft versions 1.12.2 and earlier, and continues to fail in Minecraft versions 1.13.0, 1.13.1 and 1.13.2.
Gave up waiting for a fix for DS4Windows in Minecraft 1.13. I transitioned to Xpadder and Xbox controllers. Anyone else experiencing this issue, try Xpadder as a work-around.
