Also having this issue. It seems like it is only a problem in worlds because it worked fine on the realm I was playing in.
I downloaded the realm and went to the same skele farm and only received bones & arrows whereas armor and bows dropped while using the farm on the realm.
*edit* The realm portion of this was a coincidence. The issue seems to also affect the realm in the same way as the world.
