Is there anything to be done with this world save to bring in the strongholds?

Also, these coordinates are not in a desert (as in the attached photo) in my world.  Will send screenshot later if it's helpful.

Whoa - bizarre!  Nothing there in my world.  Does it matter that the world was created in an earlier snapshot?  World generation was not modified in any way.  Other structures abound.  Pillagers won't spawn at outposts, but I believe that's a known issue.
