That sure seems like it, but an additional note: I read somewhere that it could have something to do with the new auto-save; I've been playing 21w40a and haven't had the issue yet, and have explored a couple of shipwrecks...
I didn't even think it could be data packs; turns out the culprit was Vanilla Tweaks More Mob Heads v. 2.3.0 I guess I'll have to check and see if the others still function without errors, but thank you for the suggestion about data packs.
