Going to add here that I have the Windows10 version, none of my purchased skin packs show up in the 'classic' tab, only the option to import a skin.
I noticed something similar last night on my husband's Xbox One. He was at the ocean, and the water on the horizon had a bunch of jagged blue streaks going through it. He was on my realm, and Chroma Hills pack is loaded to it.
