Still observing this behavior in snapshot 1.14 .1 pre-release 2.

This one happens frequently for me as well, typically while flying. Timed out or stack overflow error, then can't reconnect for several minutes because the connection's refused...for everyone on the server. Stays that way for at least 10 minutes.
