Lots of people seem to be having issues with this.
I created a ticked about this same issue, my ticket is MCPE-89437, which was made on 04 JUL. Mojang hasn’t resolved it, seems that many people are having issues with this. I tried all the steps Xbox recommended, none of them worked. I wish you luck.😞
Having this issue on Xbox. I understand that this post is for Windows, but I have tried a lot to fix this issue and nothing has worked.

Hey Mojang. My Issue is still Open: MCPE-89437. It Deals specifically with all of this. I have contacted Xbox and microsoft about this. Please help me with this issue. I opened this I believe on 03 JUL, 2020. It still says open. I have completed the required steps according to True Achievements (website) and nothing as changed with my trophies and achievements. Please help me. Thanks.
