This bug is present as early as Minecraft 1.6.4 (although it's not noticeable in that version unless you're specifically looking for it).
It is at its worst in 1.7.2, where it is blatantly obvious. In 1.7.4, it has been improved, but is still very noticeable. In 14w06b, it is the same as 1.7.4.
The attach screenshots form seems to not be working for me for some reason (probably something with java, since it redirects me to the oracle website), so I've uploaded them to imgur instead.
