I'm experiencing this as well. I'm finding that it seems to only impact naturally generated blocks. Blocks that the player has placed will play sound when breaking. It's very strange. I'm also not entirely sure whether the sound isn't working or if it's just incredibly low volume. Even breaking leaves doesn't seem to make a noise that I can hear.
